New Chappaqua Ice Cream Shop Awaits Parking OK Before Opening

Planning board approves the shop's special-use permit, but it's conditioned on the town's freeing up a parking-lot. Ice cream shop owned by Stone Barns worker.

A carry-out restaurant offering ice cream, sandwiches and salads will open its doors in the heart of downtown Chappaqua just as soon as its parking situation "out back" has been settled.

Local Ice Cream owner Adam Strahl went before the New Castle Planning Board this week, seeking a special-use permit to open the shop at 75 S. Greeley Ave. But the board conditioned its approval of the permit on the town's securing parking rights in the lot behind that address and others.

New Castle is negotiating with Wells Fargo Bank to renew a long-expired parking easement, formally permitting the parking that has gone on unabated in the absence of an easement.

Strahl, a Chappaqua resident, has worked at Stone Barns for six years, serving now as a dining room captain. He said that while his proposed restaurant will do no on-premises cooking, it will seat 18 and have two to three employees.

The planning board voted, 3-0, to approve Strahl's special-use permit but tied that OK to the town's successfully negotiating the parking easement with Wells Fargo. Board member Gerard Curran recused himself from the vote because his wife, Bonnie, is a Wells Fargo employee.
