New Castle Mulls Buying Twin Oaks Site

At tonight's meeting, New Castle Town Board members will discuss whether the town should purchase the site of Twin Oaks, a swim and tennis club in Chappaqua.

The agenda for the meeting does not list the club by name but does give its address, which is 348 Whippoorwill Road. The board will also discuss related steps, including a possible title search, appraisal and inspections.

The town's interest comes just weeks after the club put its property on the market, according to a listing with William Raveis. The asking price for the site is $2 million.

The club's desire to sell comes while it, according to town records, owes a large amount in late property taxes.

According to the town's data, Twin Oaks owes $126,854.39 in taxes plus penalties. New Castle's records state that Twin Oaks last paid school taxes in 2010, while a category that is used for town and county shares - the records do not specify which government received the taxes - shows that the most recent payment was made in 2011.

The club's property is 34.83 acres, according to town records, and has an assessed value of $390,000. The site's market value, which is an estimate of what it could go for on the real estate market, is listed by the town as $1,855,375.

The town's intended purpose for the property is not clear. However, if New Castle acquires the property then it could have an option to create a town pool. Currently, swimming pools in New Castle are provided by private clubs, including Chappaqua Swim & Tennis Club (CST), Birchwood Swim and Tennis, and Willowbrook Swim & Tennis Club.

The proliferation of some of the private clubs can be attributed to the denial of a town pool. When CST celebrated its 50th anniversary in 2010, a member of the club said that its formation came after a 1959 vote to form a town pool was defeated. CST became popular and generated a waiting list, the member explained, and the strong demand led to the formation of Birchwood.

Attempts to get comment on behalf of Twin Oaks were unsuccessful.
