UPDATE, 3:26 P.M. THURSDAY:
New Castle Town Administrator Penny Paderewski has informed Patch that the roads given in the list do not necessarily mean that crews are literally working on them. Instead, those are roads in which the worked on feeder lines pass through.
The town, she explained, now has the list because Con Edison decided to release it, although it's not known whether it will continue to do so.
Paderewski believes that local pressure to provide the data may have prompted the Thursday release.
"Probably because we have all been hounding Con Ed for the information," Paderewski wrote in an email.
As of this update, Con Edison lists 2,774 New Castle customers without power.
